Oman has strict requirements including an ISO microchip, rabies vaccination, rabies titer test (≥0.5 IU/ml), and a government-endorsed health certificate.
An import permit from the Ministry of Agriculture/Directorate General of Customs is required. Cats must also have FVRCP vaccination and parasite treatment.

Muscat (Al Qurum, Shatti Al Qurum, Madinat Al Sultan Qaboos) is the main expat destination. Oman has a growing but still small pet culture. Several good vet clinics in Muscat serve the expat community. Many villa compounds welcome cats.

There is a conflict between two official Omani government sources on the minimum age for import. The Directorate General of Customs (customs.gov.om) states pets must be over 4 months old. However, the Oman Airports authority website states that dogs or cats under 6 months of age are not allowed for importation into the Sultanate of Oman.
As the airport is the point of entry, the 6-month figure may be what is enforced in practice. Travellers should verify the currently applied standard directly with the relevant authorities before travel.

Exit requires a health certificate from an approved vet and an export permit from the Ministry of Agriculture. Processing takes 5–7 working days.
