Official Import Rules

Sweden follows EU pet regulations with strict enforcement. From EU countries: EU Pet Passport with ISO microchip and valid rabies vaccination. From listed third countries: health certificate (form E9.207 or equivalent), microchip, and rabies vaccination. From non-listed third countries: FAVN titer test with 3-month wait additionally required. All cats must be reported to Swedish Customs (Tullverket) on arrival.

Direct entry from non-EU countries is only permitted via Arlanda (Stockholm) or Landvetter (Gothenburg) airports. Sweden strongly recommends Echinococcus tapeworm treatment for cats though it is no longer mandatory.

Regulatory Update — April 2026

The EU's legacy pet movement regulation (No 576/2013) transitions to the new Animal Health Law framework from 22 April 2026 (21 April 2026 was the last day the old rules applied). Core requirements remain unchanged — microchip, rabies vaccination, EU Pet Passport or Animal Health Certificate — but border authorities are now enforcing stricter document checking. In particular, the microchip-before-vaccination sequencing rule is being scrutinised more carefully: if your cat's rabies vaccination was administered before the microchip was implanted, that vaccination is invalid for EU entry. Ensure all documents are complete, correctly sequenced, and that microchip numbers match across every certificate before travelling.

Health Certificate Validity

For cats travelling from non-EU listed countries, the health certificate (form E9.207) must be issued by an official veterinarian no more than 10 days before the animal arrives at the EU Entry Point — either Arlanda (Stockholm) or Landvetter (Gothenburg).

Once border officials stamp the certificate at the Entry Point, it becomes valid for onward travel within the EU. For certificates stamped from 22 April 2026 onward, this post-stamp validity period is up to 6 months from the stamp date, or until the rabies vaccination recorded in the certificate expires — whichever comes first.

  • Certificate must be issued within 10 days before arrival at the EU Entry Point
  • After Entry Point stamp: valid for onward EU travel for up to 6 months from the stamp date (certificates stamped from 22 April 2026 onward)
  • Validity ends earlier if the rabies vaccination recorded in the certificate expires before the 6-month period
  • The previous post-stamp validity period was 4 months; the 6-month period applies only to certificates stamped under the new rules from 22 April 2026

Stockholm, Gothenburg, and Malmö have excellent vet care. Sweden has very strong animal welfare laws — one of the strictest in the world. Most apartments allow cats. Indoor/outdoor cats are common despite the cold winters.

Exit Rules — Leaving Sweden

EU Pet Passport for EU travel. For non-EU destinations, a health certificate from an Official Veterinarian. Order the E9.207 form from Jordbruksverket before travel. The Swedish Board of Agriculture also maintains mandatory dog and cat registers — your cat must be registered within 4 weeks of arrival.
