Official Import Rules

Singapore requires an AVS import licence (apply 2–4 weeks in advance), ISO microchip, rabies vaccination (Schedule II and III countries), FAVN titer test (Schedule II and III countries), and a health certificate issued by an accredited vet within 10 days of travel.

Since July 2024, Singapore uses a three-tier Schedule system.

Schedule I (rabies-free countries: Australia, New Zealand, Republic of Ireland, and United Kingdom only) — no quarantine if veterinary conditions are met.

Schedule II (controlled rabies risk, a broader list of countries) — generally no quarantine for personal imports unless specific conditions are triggered, in which case a minimum 10-day home quarantine applies.

Schedule III (all other countries not listed in Schedule I or II) — minimum 30-day post-arrival quarantine at an approved Animal Quarantine Centre (AQC); animals are vaccinated against rabies on arrival.

Note: Japan, Hawaii, the USA, Canada, and most EU countries are NOT in Schedule I.

There is no mention of a mandatory pet agent requirement or a ban on self-clearance for arriving pet owners on the current official AVS page.

Travellers should verify this directly with AVS before relying on it, as it does not appear in the published import procedure.

Pet Eligibility Requirements

AVS applies specific eligibility rules that determine whether a cat can be imported into Singapore at all, separate from the standard vaccination and permit process.

  • Minimum age: the cat must be at least 12 weeks old at the time it leaves the exporting country.
  • Bengal and Savannah crosses: first-to-fourth generation crosses are prohibited from import.
  • Bengal crosses require documentary proof of being at least fifth-generation from Prionailurus bengalensis (Asian leopard cat).
  • Savannah crosses require documentary proof of being at least fifth-generation from Leptailurus serval (serval).

ISO 11784/11785 compliant microchip required before rabies vaccination.

Blood drawn at least 28 days post-vaccination. Lab results take 2-3 weeks. A rabies neutralising antibody titre of at least 0.5 IU/ml is required.

City & Housing Tips

Singapore is compact and most condos allow cats. Since 1 September 2024, cats are officially permitted in HDB flats under the Cat Management Framework jointly implemented by AVS and HDB — up to two cats per flat (alongside one dog of an approved breed). Cat owners must microchip and license their cats; the transition period for licensing runs until 31 August 2026. Private condos and landed properties are also cat-friendly. The island has excellent veterinary care and numerous pet shops. Search PropertyGuru for pet-friendly rentals. Singapore's climate is tropical — air conditioning is essential for cat comfort.

Vets & Common Parasites

Singapore has excellent veterinary care with multiple 24-hour emergency clinics (e.g., Animal Recovery Centre, Veterinary Emergency Service). The AVS regulates all veterinary practitioners. Common parasites: fleas (year-round), ticks, and intestinal worms. Singapore's tropical climate means continuous parasite prevention is essential. Heartworm is present in Singapore.

Exit Rules — Leaving Singapore
