Official Import Rules

Andorra is not an EU member but effectively follows EU pet travel regulations due to its location between France and Spain. Cats entering from EU countries need a valid EU Pet Passport with ISO microchip and current rabies vaccination.

From non-EU countries, a health certificate, microchip, and rabies vaccination are required. Since Andorra has no airport, pets arrive overland from France or Spain — meaning EU rules apply at the French or Spanish border.

No separate Andorran import permit is required for personal pets.
